OVERVIEW

Policy Advocacy

Based on the experience of working closely with communities at grass root between years 2000-2003, it was realized that there were policy gaps at different levels and there is a need of policy advocacy. To understand different aspects and impact indicators on issues of national importance like democracy, security, rural development & youth development in India, Foresight came forward with the concept of Foresight Forum. Foresight Forum is an open-ended platform to discuss, debate and advocacy on different issues of national importance.

Vision 2020 Engines of Economic Growth and Parameters of Development in Rural India

Points of Advocacy

1. There should be proper mechanism to spread awareness about welfare schemes offered by Central and State Government among community by involving  NGO‘s  working at grass root level, social groups and panchayats
2. Separate Vision Document should be brought in as a Policy Document from the Central Government for clarity on the model of rural development reflect the shift in mind set of the policy makers about rural areas .
3. The Vision Document should lay down guidelines to establish growth center in rural areas to bridge the gap between urban and rural areas

Points of Advocacy

1. The policy evolution should have bigger participation with bottom-up approach
2. No policy framework will achieve its objectives if comprehensive policy for agriculture is not included in overall Rural Development framework
3. Rural economy needs to be seen beyond only agriculture by promoting village-based industry and specially agri based industry
4. Development priorities should shift from metros to town to ensure equal economic growth and benefits should reach at bottom of pyramid. We need to have selected towns based on certain parameters and should be developed as economic hub with a cluster approach

Points of Advocacy

1. A permanent Anti-Terrorism Legislation is required to make way for a Federal Anti-Terrorism Agency
2. A strong political will is the need of the hour to eradicate the menace of terrorism
3. Security forces should be given more powers to send clear message to terrorists and any people supporting any sort of anti-national & social activity
4. Government should involve community in certain cases to counter terrorism
5. Time has come to look for options like private agencies to outsource the job of investigation and surveillance with a clear mandate and frame work.

1. Democratic Reforms long due and should be taken up without further delay
2. People who are convicted by the higher courts in criminal offence should be debars from fighting elections
3. There should be fair limit of election expenditure and mechanism should be set up for transparency
4. Need to further strengthen the Anti defection law
5. Younger generation and professionals from different fields should be encouraged to join mainstream politics
6. Serious debate is needed to deliberate on fix tenure for Lok Sabha and Assemblies with joint elections to avoid elections all the time in one or other part of the country

2. An initiative from all political leadership should be taken up to win back the confidence and trust of the common man towards political leadership
3. There should be a mechanism to educate people to exercise their votes and thereby electing the government of their choice

Foresight Forum

Ekal Study Circle

In continuation of foresight forum, Foresight Society joined hands with Ekal Sansthan, an initiative of Ekal Abhiyan which has a community reach in more than 100000 villages within the country and has been running “one teacher schools” for the last 30 years. Ekal Sansthan came forward with an idea of Ekal Study Circle to debate, discuss & develop policy papers on the different issues related to rural & tribal development. Foresight Society understanding the objectives, resolved to join hands with Ekal Study Circle to support holding of such meets in Delhi.
